The Parliamentary Meeting on the Occasion of the 30th United Nations Climate Change Conference (COP30) was held in Belem, Brazil, on Friday, November 14, 2025. The delegation from the National Diet of Japan consisted of a member of the House of Councillors, Mr. TAKEUCHI Shinji, as well as supporting staff.
Mr. Takeuchi delivered remarks during the day’s first session on Strengthening Parliamentary Leadership for the Realization of NDCs. He highlighted the progress of Japan’s green transformation policy, the necessity of introducing international evaluation indicators for circular economies, and the utilization of the joint crediting mechanism.
During the fourth session, Promoting Equitable Climate Action: Parliamentary Approaches to Gender-Responsive and Health-Centered Solutions, he emphasized the importance of involving people in vulnerable situations as stakeholders in the planning and implementation of disaster risk policies, plans, and standards, in line with the Sendai Framework for Disaster Risk Reduction 2015–2030. His remarks also covered the necessity of fundamentally changing gender perceptions and the methods for achieving this.
In each session, there were comments related to Japan's statements from panelists and parliamentarians of other countries.
Mr. Takeuchi toured the Japan Pavilion and attended intergovernmental negotiations at COP30 as well as visited Pan-Amazonia Japan-Brazil Association and the Amazonia Hospital in Belem. He offered flowers and prayers at the Mausoleum of Pioneers of Japanese Immigration and visited the Japan Pavilion in Sao Paulo.
