Resolution Calling for Effective Implementation and Promotion of Official Development Assistance on the Occasion of Hosting the Fifth Tokyo International Conference on African Development (TICAD V)

The year 2013, in which Japan will host the Fifth Tokyo International Conference on African Development (TICAD V), is certain to become a milestone in the deepening of Japan’s partnerships with Africa through provision of assistance for its growth and peace. 2015, which is the target year for achievement of the Millennium Development Goals (MDGs), is fast approaching and Japan should redouble its efforts to attain these goals and take the lead in promoting international discussion toward the establishment of international development goals beyond 2015 (Post-2015 Development Agenda).

Under such circumstances, the Special Committee of the House of Councillors on Official Development Assistance and Related Matters reaffirmed the need to effectively implement and promote official development assistance (ODA), which is an important diplomatic tool for Japan, based on the results of surveys conducted at the Nihonmatsu Training Center of the Japan International Cooperation Agency (JICA) and in the areas struck by the Great East Japan Earthquake, as well as on the opinions of experts at this committee and other investigations. The Special Committee therefore decided to adopt a resolution calling for effective implementation and promotion of ODA.
