Anyone may observe a House of Councillors plenary session. Those wishing to observe are required to obtain an admission ticket at the reception desk for visitors (located at the Main Entrance of the Annex of the House of Councillors(MAP : 2)) 30 minutes before the opening of the plenary session.
Those wishing to observe a committee meeting are required to have an introduction from a house member. Through that member you must have received the committee chairman's permission in advance.
Those wishing to observe a meeting of the Research Commission on the Constitution are required to have an introduction from a house member. Through that member, your request will be delivered to the meeting chairman in advance.
Children under the age of 10, including infants, are in principle not admitted to meetings.
